Jim Woolwine, Chairman of the Board

James R. Woolwine

Since Presidio Bank’s founding in 2006 Mr. Woolwine has served as Chairman of the Board of Directors. Mr. Woolwine has over 40 years of experience in banking with a focus on corporate and private banking services in Chicago, Boston, Los Angeles and San Francisco. He is the former Chairman of Golden Gate Bank in San Francisco, where he was a member of the group that acquired the bank in 1984 and became President of the bank in 1985. Golden Gate Bank became a subsidiary of Greater Bay Bancorp, a $7 billion Bay Area bank holding company, which was subsequently sold to Wells Fargo. Prior to this he headed Bank of California's Northern California Banking Division from 1979 to 1984. Previously, he worked for First Chicago from 1972 to 1979, where his last position held was that of Senior Vice President and head of the Los Angeles Regional Office.

Mr. Woolwine has served as past Chairman of the Board for the San Francisco Chamber of Commerce and served on the Boards of Delta Dental of California, Saint Francis Memorial Hospital, the San Francisco Boys and Girls Club, the Senior Olympic Games, the Bay Area Sports Organizing Committee and the Bay Area Sports Hall of Fame. He currently serves on the Board of Western Independent Bankers, the Kraft Fight Hunger Bowl and sits on the Board of Regents of the Hanna Boys Center.

Mr. Woolwine obtained his B.A. from the University of Notre Dame and his M.B.A. in Finance from the University of 

Stephen G. Heitel

Mr. Heitel has over three decades of commercial banking experience. Prior to joining Presidio Bank, he served as President and CEO of Mid Peninsula Bank (Palo Alto), the $1 billion flagship of Greater Bay Bancorp. He also previously served as President and CEO of San Jose National Bank and as Executive Vice President of Cupertino National Bank, also part of Greater Bay. Previous experience includes executive roles with Bank of America, heading that bank's Bay Area commercial banking activities, focusing on middle-market businesses and their credit, deposits, treasury management, investment banking and trade finance needs.

Mr. Heitel is a graduate of the University of San Francisco, with a degree in Finance. Previously he has served on the boards of the San Jose and Oakland Chambers of Commerce, the board of the YMCA of the Santa Clara Valley and a  variety of other civic and non-profit organizations.

Todd S. Allen

Executive Vice President and North Bay Market President. Todd Allen has been a Marin County resident for over 20 years. In 1993, Mr. Allen began his banking career at Westamerica Bank as a Financial Sales Officer and subsequently the  positions of Branch Manager and Regional Vice President. In 2001, he joined the organizing team for Greater Bay Bank Marin as a Senior Vice President. In 2007, Mr. Allen joined the Presidio Banking team as North Bay Market President to direct the build out of the Bank’s regional market presence in Marin and Sonoma counties. He has extensive experience in assisting commercial clients, real estate professionals, and not-for-profit organizations in meeting their financial needs.

Prior to starting his financial career, Mr. Allen graduated from the University of Nevada, Las Vegas with a B.S. in Marketing. He is active with a variety of community and business groups. He can also be found on boards or assisting with team management for a number of Marin County youth athletic organizations.

Fred Bailard, EVP/Cash Management Solutions

Fred L. Bailard

Executive Vice President and Manager, Cash Management Solutions.  He is a member of the Bank’s Executive Management Committee, Enterprise-wide Risk Management Committee and the Management Asset/Liability Committee.

Bailard's banking career has spanned more than four decades that has included most areas of the industry. Prior to  joining Presidio Bank in 2007, he worked for the holding company of Greater Bay Bancorp in an executive management position overseeing cash management sales and operations for the 11 banks within the banking group. Previous to that he spent almost 30 years with Bank of the West serving in various positions including executive management roles within retail banking, corporate banking, international banking, IT, and marketing.   He also has been a leader in product development from the first windows based software solution for cash management in a joint effort with ADP Cash Management Services which presided the Internet, to building one of the first major ACH billing applications for United Parcel Service, to development of the first multi-bank ATM deposit product with the Star Network, among other industry accomplishments.   Bailard continues to this day in assisting both leading and new banking vendors in the development and refinement of products and services that not only meet the needs of Presidio Bank but in many instances that of the industry.

As a 4th generation native of California Bailard has served on numerous civic and charitable organizations, including the  election to public office. He is an active member of industry associations such as the Western Independent Bankers  Association and the Independent Community Bankers Association.   Mr. Bailard has been engaged on many occasions over the years to speak at various industry conferences such as the Intuit National Sales Conference.

Annette Gelinas

Senior Vice President and Marketing Officer.

She is a creative, passionate and results-driven strategic brand and marketing champion. Her expertise lies in successfully conceptualizing, implementing and overseeing innovative, multi-faceted marketing strategies (above-the-line and below-the-line) to drive sales, market impact, brand positioning and create a distinctive competitor differentiation.

Ms. Gelinas has over 25 years of experience in a variety of areas, including marketing, sales, investor relations, and communications. Responsibilities have included brand development / brand revaluation, copy and script writing, design briefing, events management, site launches, strategic partnerships, video production, annual report direction, crisis planning, sales promotions, and advertising.

Ms. Gelinas is actively involved with a wide variety of community and philanthropic organizations. Notable organizations she has assisted include Habitat for Humanity International, the Ruth Bancroft Garden, the Walnut Creek Chamber of Commerce, and the Bay Area Council. She currently serves as President of the Board of Directors for Take Me To The River Education Initiative.

Ms. Gelinas is a graduate of St. Mary’s College with a B.S. in Biology. She is also a graduate of Contra Costa Leadership (2008 – 2009).

Clay Jones

Clay Jones has over 17 years of experience as a proven leader in the establishment and growth of community and commercial banking organizations. He joined Presidio Bank during its formation and in 2018 became the President. Previously, he was the organizing and initial President and CEO of New Resource Bank, assisting in growing it from its startup phase to over $170 million in total assets. Mr. Jones served in corporate capacities for subsidiaries of Greater Bay Bancorp. He was Executive Vice President & Chief Operating Officer of Cupertino National Bank in addition to Executive Vice President and Manager of the Venture Banking Group. Mr. Jones serves as an Advisor or Board member to a number of community organizations including Pacific Community Ventures, JobTrain and the Episcopal Diocese of California. 

Mr. Jones graduated from the University of the Pacific with a B.S. degree in Business Administration.

Ed Murphy, EVP/Chief Financial Officer

Edward J. Murphy

Executive Vice President and Chief Financial Officer.  From 2005 until joining the Bank in 2006, Mr. Murphy was Senior Vice President and Cashier of Heritage Oaks Bank in Paso Robles, California.  From 2004 to 2005 he was a private investor and affiliated with a San Francisco hedge fund.  From 2000 to 2004, Mr. Murphy was a Vice President of Corporate Finance with RBC Capital Markets in San Francisco.  He spent ten years, with RBC Capital Markets, Hoefer & Arnett Incorporated and First Security Van Kasper, as a corporate finance specialist in mergers and acquisitions advisory and offerings of equity and debt for financial institutions.  Prior to that, Mr. Murphy was a Senior Financial Analyst with Bank of America.

Mr. Murphy earned both a BA and MBA from the University of Southern California.  He is a CFA charter holder and is a  member of and the CFA Society of San Francisco.


Richard Tong

Executive Vice President and East Bay Market President. Mr. Tong has over three decades experience as a proven leader in the banking and finance industry. Most recently, he was Senior Vice President / Regional Banking Manager at City National Bank since 2002. While there, he was responsible for the success of 12 Bay Area offices located in San Francisco, Burlingame, Palo Alto, San Jose, Fremont, Oakland, Pleasanton, San Leandro and Walnut Creek. Prior to that, Richard worked for Citibank for 5 years as Senior Vice President and Commercial Markets Manager managing teams of commercial relationship managers and business development officers in the East Bay and Silicon Valley, with total team footing exceeding $1 billion.

Richard is active in the community. Most notably, since 1997 he has been a volunteer and board member for Rebuilding Together Oakland, rehabilitating the homes of low-income elderly and disabled homeowners.

Richard earned a Bachelor of Arts Degree in Sociology (Comparative Social and Economic Systems) from the University of California, Berkeley.


Karol Watson

Karol Watson has many years of industry experience carried over from executive positions at Greater Bay Bank. There she managed the Loan Services Group for the $7 billion bank holding company and from her later role as Loan Operations Manager at Tamalpais Bank, which was acquired by Union Bank. In 2011 she joined Presidio Bank as Senior Vice President Loan Operations Manager. Ms. Watson has model executive ability to deliver high quality client service while also focusing on compliance and operational efficiency. In 2018 she was promoted to the bank’s Loan Operations Officer where she is responsible for leading Central Operations, Cash Management Operations, Branch Operations, and Loan Operations teams of Presidio Bank.

Mary Leonard-Wilson

Executive Vice President and Chief Credit Officer. Mary Leonard-Wilson started her banking career in 1978 in New York  City with National Westminster Bank where over 14 years she held a variety of roles in commercial lending, including  managing middle market and large corporate lending teams.  She moved to the Bay Area in 1994 and joined National Bank of the Redwoods in Santa Rosa. There she served as VP/Commercial Loan Department Manager, SVP/Senior Loan Officer; and EVP/Chief Credit Officer. In 2005 Ms. Leonard-Wilson joined Charter Oak Bank in Napa as EVP/Chief Credit Officer. She joined the Presidio Bank during its formation in July 2006.

As an active member in the community, Ms. Leonard-Wilson serves on the Loan Committee of Women's Initiative; on the Finance Committee and as a past Board/Executive Committee/Treasurer of the Santa Rosa Chamber of Commerce; and as a past Member of the California Bankers Association’s Lenders Task Force.

She earned a B.A. in English from Colgate University in New York.
